GNU Gettext
GNU Gettext offers a number of tools und standards for localisation. In particular, certain conventions for the creation of internationalised programs are described, which have become standard in the oen-source world (i.e. the conventions, not the programs). GNU Gettext also comprises an extension for GNU Emacs to be able to edit PO files.
